The Idaho Falls Arts Council (IFAC) operates the Willard Arts Center which houses the Taylor and Betty Olsen Carr Gallery and the Blake and Laurel Hall Gallery for Young Artists. Since its opening in December 1997, the Carr Gallery has exhibited a diverse collection of art by regionally, nationally and internationally acclaimed artists. Recent exhibits have included the photographer Gordan Hardcastle, the quilts of the Zimbabwe Artists Project, and the Post Register Teton Dam Flood show.
The Carr Gallery is about 2,000 square feet with 250 feet of wall space. It can be divided into two sections, which allows for two smaller exhibits to run simultaneously. The Willard Arts Center is protected with an electronic security system and a volunteer docent or staff member provides supervision during gallery hours. The Carr Gallery also has temperature and humidity controls. IFAC is responsible for installing and removing all exhibits with the advice and assistance of the artist whenever possible. All artwork must arrive ready to hang according to IFAC specifications.

All applications from artists are reviewed semi-annually by the gallery director. Exhibit selection is determined with a sensitivity to education, creativity, innovation and expanded awareness of the arts. The director will select as much variety of subject matter and media each year as space and revenue permit. Schools or other organizations that would like to display artwork in the Gallery for Young Artists may submit material to gallery director Catherine Smith.
